2. Headline Objectives of the reform of ICANN

*. The ICANN model should safeguard public interest issues. The future role,
responsibilities and resources of the GAC should be included in any review
process.

*  Internationally inclusive management of key components for the
functioning of the Internet.

*. The options of reforming the existing ICANN entity or creating a new
entity should both be explored.

*. Participation in the Board and the role of governments should be
structured in relation to the nature of the policies and functions under
consideration.

*. Clear rules and procedures for accountability of ICANN should be
established.

*  There should be a phased approach: it is not possible to rebuild and
resolve all the outstanding problems simultaneously.
