Panel unveils 5-yr IT strategy plan

The government council on information technology unveiled Monday morning a
draft plan for the country's IT strategy that aims to make Japan the world's
most advanced IT nation in five years, government sources said.
The IT Strategy Council, chaired by Sony Corp. Chairman Nobuyuki Idei,
presented the draft, which will be officially adopted in late November, at a
joint meeting with the government's IT Strategy Headquarters, headed by
Prime Minister Yoshiro Mori, at the prime minister's official residence.
The basic strategy is aimed at realizing a Japanese-style IT society. The
draft urges the government to urgently carry out all reforms of systems and
policies necessary to make Japan the most advanced IT nation in the world in
five years.
The draft sets out four key areas the government has to deal with over the
next five years.
-- Building infrastructure for ultra-high-speed communications networks.
-- Creating an environment to foster e-commerce.
-- Implementing a so-called electronic government.
-- Training IT engineers and instructors.
The draft states that the infrastructure for ultra-high-speed communications
networks should be built primarily on the initiative of the private sector.
It also says the government should build the world's most advanced Internet
network so that people will be able to use it at a very low cost. The draft
also says the government should enable all citizens to have constant access
to the Internet within one year.
To expand the volume of e-commerce, the draft asks the government to quickly
map out measures to deal with e-business problems and draft guidelines based
on the antimonopoly law concerning intellectual property and e-commerce.
The draft also urges the government to review related laws so that public
administration can be conducted online by the end of fiscal 2001. The
government aims at realizing an electronic government in fiscal 2003.
The draft also urges the government to implement a system for registering
and dispatching IT instructors
