Survey: 27 mil. used Internet in fiscal '99

The number of Internet users in Japan reached 27 million in fiscal 1999,
with 19.1 percent of households using the Net, according to the results of a
Posts and Telecommunications Ministry survey unveiled Tuesday.

The Internet users increased by 59.7 percent from the previous fiscal year,
while the ratio of households that used the Internet went up by 8.1
percentage points.

A surge in cellular-phone use to connect to the Internet, via such services
as NTT DoCoMo's i-mode, contributed to the sharp rise in the number of
Internet users, ministry officials said.

In fiscal 2005, the number of Internet users is expected to reach 76.7
million, the officials said.

The ministry plans to include the survey results in its white paper on
telecommunications for 2000, due to be adopted by the Cabinet in late June.

The survey polled about 6,000 randomly selected people nationwide to ask if
they were connecting to the Internet via personal computers or cell phones.

In 1999, a number of telecom companies, including eight DDI Corp. group
cell-phone companies and nine J-Phone companies affiliated with Nippon
Telecom Co., launched Web-accessible cell phone services.

The number of users of such services reached 7.5 million by the end of
fiscal 1999 and is expected to exceed 10 million sometime this month,
industry sources said.

In addition to the steady growth in the number of PCs used to connect to the
Internet, the popularity of Internet-accessible cell phones contributed
vastly to the overall increase in the number of Internet users, the
officials said.

The survey also found that 20.9 percent of households with an annual income
of 6 million yen to 8 million yen used the Internet, while 36.7 percent of
households with incomes of 20 million yen or more went online.

Meanwhile, 13.4 percent of households with incomes between 4 million yen and
6 million yen used the Internet, while the figure for those with incomes
below 4 million yen was 5.5 percent.

According to the ministry officials, the results show that the so-called
digital divide has begun to widen within the nation.

Twenty-four percent of those living in the 23 wards of central Tokyo, other
major cities and prefectural capitals said they used the Internet, while
17.7 percent of residents of smaller cities and 13.6 percent in towns and
villages said they went online, indicating a gap between major cities and
other areas, the officials said.
