[Ecommerce] Critiques of US ecommerce position from a taxation perspective

Hi,

I'm looking for some good critiques of the Clinton Administration's =
policies towards the international  treatment of ecommerce. In particular, =
I'm interested in anything pertaining to the potentially destructive =
impacts of unregulated ecommerce on national, state and local tax policy.

If anyone knows of any good work in this area, please let me know.=20
