[Ecommerce] Proposal for TACD on .complaints

Jean Ann Fox suggested, perhaps in Jest, that TACD try to get the
.complaints top level domain.  I think this is a good idea, at least to
propose it.  If there are a limited number of new top level domains,
they will be worth a lot of money, and will be potentially powerful
things to manage.  The money from the sale of the .complaints domains
might be enough to permit TACD or some global equivilant to have
independing funding for consumer advocacy on a global level.  TACD would
be a decent place to start, because it has 64 groups already as members,
and a membership criteria that seems to work ok.  TACD would extend the
domain management proposal to non-TACD consumer groups too, like Choice
and those in developing countries too.  

Would there be any support for a letter from the TACD working group to
ICANN, asking that TACD meet with ICANN to talk about this further, and
more or less, get TACD's claim on .complaints (or some even better TLD
name, maybe one based upon Latin or something) on the table?
