[Ecommerce] ICANN At Large Members and Bottom Up Management

Given the new ICANN decision to create free open at large membership, it
is interesting to think about the types of issues that would be
appropriate for membership referendums.

I say this because the mere existence of an open free membership will
create an opportunity to ask, why not ask the membership?  On a wide
range of issues.  

With electronic voting feasible, lots of issues become interesting.  For
example, I would suggest that a proposal be made in Cario to create a
mechanism for members themselves sponsoring referendums.
