[Ecommerce] Washington, DC meeting on jurisidiciton in cyberspace

There was a very good response to the proposal for a meeting on
jurisdictiion on cyberspace, but many problems with a November date.

I propose instead a date of January 20 and 21 of 2001.

Will this work for people?
