[Ecommerce] EC study on standards

I noticed in the Draft Annual Report of the TACD Electronic Commerce 
Working Group it says that the European Commission has issued a study on 
the role of standards. Does anybody have a URL or reference for this 
study?  I searched my files and the EC web site and couldn't find it.
