Some of the FTC staff would like to meet with consumer groups about the
Hague Convention. If anyone is interested, please let me know. It is my
understanding that there is an effort to remove some language on
jurisdiction that I understand is favorable to consumers. They are
suggesting that negotiations be delayed until everyone has a chance to fully
contemplate what any changes will do. I understand that there is a meeting
scheduled for later this month in Ottawa.
Please let me know if you are interested in meeting with the FTC on this
issue, or if you have any thoughts on whether delaying negotiations is in
our interests or not.

As promised at the TACD meetings last week, here is
additional information about the draft Hague Convention. If anyone has
comments or concerns about the draft, please
share them with us prior to the e-commerce experts meetings
scheduled for February 27th - March 1st in Ottawa.
By way of background, the preliminary negotiations concluded
this past October with a draft Convention. (An earlier draft of the
Convention was circulated and discussed at
the FTC's June 1999 workshop on consumer protection in the
global marketplace). The initial schedule for the project contemplated a
final "diplomatic" session at the Hague
in Autumn 2000. However, it now appears that the final
session may be delayed. The Ottawa meeting has been scheduled in
recognition of the complex issues raised by the
draft text in the context of e-commerce.
It might be useful to meet to discuss the Convention prior
to the Ottawa meetings. One possibility is for those interested to meet at
the FTC next Tuesday, February 22 at
3pm. Please let me know whether you will be able to attend
or if other arrangements would be preferable. In addition, please forward
this information to other consumer
organizations that would be interested in the Convention.
