[Dioxin-l] zero dioxin emission

As far as I know, there are no incinerators with zero dioxin emissions.
So-called "Best Available Technology" practiced in the US allows for
significant dioxin emissions from incinerators in the 1990 EPA regulations.

Would it be possible to get back to the person who made the statment and ask

for some support for the contention.  I for one would like to see any 
discussion of the dioxin/incineration issue from that perspective.
