[Dioxin-l] Arnesa system

Can someone help me obtain details of the ARNESA system of dioxin
measurement referred to in the De Fre and Wevers report on
underestimation of dioxin levels? (Posting by Neil Tangri recently)
(Sorry I mistakenly called it Amesa in my previous posting)?
We would like to refer the details to our Environment Agency who tell us
that there is only one way to measure dioxin levels.. ie. the inadequate
way they do it now  (2 samples under perfect operating conditions!)

On 'zero'dioxin levels, David Bell's and others comments on what may or
may not be the levels of 'natural' dioxins pale into insignificance
against the claptrap I've heard today at a meeting of decision-makers on
incineration issues.  (A meeting with County Councillors in Wiltshire,
UK, where incineration of municipal waste is being examined as a
'perfect' option for meeting landfill reduction targets.)
I was told, for example, that modern incinerators now have 'zero dioxin'
emissions.. wonder who told them that!  And that incineration is the
only 'sustainable' way that waste disposal targets can be met, due to
the lack of markets and capacity for recycling.  While the latter may be
partly  true, it's only because of the  lack of legislation to stimulate
the markets in recyclables by taxing raw materials etc.
No amount of research information seems to move the views of these
dinosaurs..  The only way seems to be to appeal directly to public
opinion.
