[Dioxin-l] Info Please

A friend of mine asked me the other day if I had any information about a
drinking water issue. She is involved with a small drinking water supply
(100 people or less I think) and a local cement company has just received
permission to land apply kiln ash upgradient from her well head. She stated
that the water is artesian and the water source is miles above this area.
Her question is about the potential damage to the water from this
application. I do not have the hydrogeology background, but I know that
kiln ash may contain dioxin/furans as well as heavy metals (Pb, Cd, etc).
The water table is quite deep, and she stated that they had to go through 35
feet of hardpan when drilling. She was asking if I knew how to get in touch
with folks in the EPA about stopping this. She is in touch with some folks
in the Washington DOE, but they are not putting in a lot of effort as they
feel the benifits are too high vs any risks. Do any of you great folks know
the risks of leaching these compounds out of this ash. I don't think the
dioxin will move (although I have a hard time with allowing dioxin to be
land applied to an are that is going to be a housing development), but the
metals could move depending on the state they are in and the pH. Any info
would be helpful.
