Ellen and Paul Connett have a 30-minute video about the town of Halton
Hills, Ontario. The film is called WasteWise (and that is the name of the
recycling facility, which became a community center, and avoided the
construction of an incinerator and/or dump). It is a real world-class model
for recycling. I believe the video sells for $25 US. Send mail or call:

If their model recycling facility is combined with an economic incentive,
referred to as "pay per bag" or "pay as you throw" here in the US, you can
bring your recycling rate to nearly 100%.

Further information: the small town of Chatham, NJ has a recycling rate of
89%, with NO recycling facility. The recycling industries are nearby, and
the townspeople separate their trash into 20 different commodities and a
private hauler is hired to do the work. It costs the town nearly nothing for
the service; the hauler is allowed to take the profits of the recycling
against the costs of curbside pickup. The vast majority of the trash costs
of the town are the 11% that are not recycled; the state-operated
incinerator is enormously expensive. Chatham has pay per bag. I seem to
recall they charge $1.50 (US dollars) for each bag of unrecycled trash.

RE; ANTI-MSW INCINERATOR BATTLE IN IRELAND.
We don't have any, but the government wants to build them .
Hi all,
Our councillors have been to see incinerators abroad -we want to
suggest that they go to see communities with proper recycling schemes
WHERE CAN WE SUGGEST THEY GO ?-( ESPECIALLY USEFUL IF THE RECYCLING
SCHEME WAS IN A RURAL AREA LIKE OUR COUNTY)
What do we say to them when they say that there are no markets
for recycled products ?
We are meeting them in a few days- please help !!!!!!!!
                      regards,
                            Siobhan.
