Yes, but...

In Utah, we recently had an industry that was a newly documented source
of dioxins.  In the midst of their defensive posturing, they collected
samples for dioxin testing in Salt Lake City  & around other sources.
They used the lower levels outside their fence (as compared to city
gutters & waste incinerator environs) as normal background, an effective
PR ploy.  Why bother us to clean up, get after the cars & incinerators
first.
