It is still just a nuisance, and has never been more than a nuisance.  
Russia has enough nukes to destroy every city we have, and it just went 
non-democratic with us completely neglecting it in favor of some nobody 
who might or might not someday scrape together a nuke.  3000 people dead 
at the WTC, so what, worry about hydrogenated vegetable oils if you 
really care about people dying....

Count the nukes.  US foreign policy priorities are based on headlines, 
not important threats to our security.  Neither candidate seems serious 
to me in this area.
