In fact, he did.  He was in Iran before the U.S. invaded.  

Before the war, the only al Qaida outpost in Iraq was in the
Kurdish-controlled area.  We were amused, as the Bush Administration
was jerry-rigging a case to go to war, by Condoleeza Rice's constant
formulaic repetition that "al Qaida has operatives *in* *Iraqi*
*territory*."  Technically true, but conveniently ignoring the fact
that Saddam Hussein regarded al Qaida as the enemy, and al Qaida was
there to assist the Kurds who wanted to overthrow Saddam Hussein.
