The article quotes Microsoft as saying that these new fingerprint readers are 
"more for convenience".

What I expect is that by the time these products reach the market many users
will be under the false impression that their Windows systems will somehow
be more secure.

It's unfortunate that they didn't take part of their $6 billion hardware budget
and use it to build a fundamentally more secure OS.
