That may be what's legal in the US, but it WON'T be easily controlled. There 
WOULD be way too many of us who won't go along with it. What needs to happen 
is Phoneywood and the rest of the social misfits get a VERY HARD swift kick 
in the teeth with some legislation that prohibits them from bothering anyone.
