Its copyrighted so for the facts (there isn't much) see the URL above. 
Basically someone got a hold of part of the source for W2K and/or NT4 and
released it on the web somewhere and microsoft is "investigating".  Maybe
someone who actually knows how to program can fix a few of those pesky
flaws for them.
