I'm not convinced it's the best solution.  If it's the "right" solution I
only see it as a temporary 'band-aid'.  Plus I'm not convinced that the 
longer term use of payment-at-risk cannot be circumvented.

It just seems to me that the best solutions operate closer to the source
of the problem.

I suggest that decrease of Internet bandwidth from payment-at-risk
would reach some low point, at some near time out, then likely increase 
again as cheap new servers are put into service.  Besides, I haven't seen
any proposed payment/penalty schedules yet.
