Internet Tax Moratorium Update

In the struggle to make the ban on Internet taxes permanent, the 
tax-and-spend crowd is trying a new technique.  They are trying to get 
some members of Congress to change the definition of "Internet Access" 
to one so narrow that states would be allowed to tax e-mail services 
and parental control software.  Internet companies would be forced to 
"unbundle" various features to allow the taxman to have his pick.

ATR is fighting to keep the definition of "Internet access" intact no 
matter how much the National Governors Association or liberal-left 
groups may be salivating over a new revenue source.  As the Senate 
Finance Committee considers the bill to make the tax permanent over the 
next week or so, we are optimistic that we will be able to get the bill 
to the floor in its strongest possible form.  We are pressing hard for 
a floor vote soon-the existing moratorium runs out on November 1.
