[Am-info] The Register: Microsoft profiting from antitrust punishment

I missed this one when I posted the "MS' penalties for selling Linux -
not punishment, as such" story from The Register yesterday. The story
says that the DOJ and settling states want Microsoft to lower the
royalty fees it charges for Windows interoperability information and
that some states want to go to court to enforce their idea of
"reasonable fees." Remember, in the seattlement, Microsoft has the
ability to charge "reasonable and non-discriminatory" royalties for
access to Windows APIs. Apparently, the rub here is "reasonable to
whom?"
