Did you compare the name of the author of the op-ed piece with the
name of the person at whose behest the bill was introduced? They were
one and the same.
Actually, given budgetary constraints on public officials, the
requirement to justify not selecting the (presumably) lower-cost
alternative is probably otiose, and could be excised from the bill
with no substantive effect.
