Self-moderation should do the trick, I would hope.

I belong to other low-traffic mailing lists, and remain subscribed 
because when a post does arrive, it's relevant to the purpose of the 
list. We have absolutely no hope of building up membership to this list 
or even retaining veterans like myself if 90% of the posts are 
basically OT spam.
