One would hope... at the very least that individuals, corporations and 
local governments would begin to seriously consider alternatives, and 
perhaps even adopt them as opportunities arise. I'd expect Microsoft to 
effectively counter any such moves at the federal level, though, and I 
would not be the least bit surprised if they even managed to squeeze 
some money out of the federal coffers to fund security efforts.
