The clock strikes 13:00.  How much can the story be trusted when it
contains a sentence like this?  The settlement of the nine states
aligned with the Justice Department was accepted.  Judge K-K made
suggestions (she had not power to make amendments) in accepting the
settlement.  The appeal of the settlement -- asking the judge to
reject the settlement) had been made by the nine non-settling states. 
They lost this round.  (But they have another bite at the remedies
apple on their own non-settled cases). 

IOW, there was no "on behalf" involved anywhere.
