At this point, I'd have to guess that the dissident states will not
appeal. This case has become politically radioactive.
The real joker in the deck is the EU. The Europeans have got to be
tired of being manhandled by the US on other issues, and may be looking
for a place to teach the Bush administration a "lesson." Maybe.
Or maybe not. Either way, this dog isn't into chasing parked cars.
