The ruling can be appealed by either party.

Microsoft is unlikely to appeal because it wrote its own punishment.

The DOJ is unlikely to appeal because it really wants to settle.

The settling states are unlikely to appeal for the same reason.

The unsettling states are the unknown factor.  Some AGs are up for reelection
and may be replaced.  Some may be hesitant to pursue this case further.
