For what it's worth, here is what he wrote to me:

I can't recall any such statement of hers.  The closest I can come is
her statement in the initial hearing after 9/11 where she said the
nation has higher priorities now and that the case should be settled.
To me, it's actually telling that she hasn't yet signed off on the
settlement.
