[Am-info] Have the States settled?

Have the 9 states settled with MS?  An AP article at 
http://biz.yahoo.com/ap/020903/microsoft_florida_1.html suggests that 
the nine states and the Feds have settled.   I understand the Federal 
judge has not yet rubber-stamped...er...issued a final opinion yet, 
but what is the status of the states?  If the states sign off on the 
Federal case, does that preclude them from bringing action under 
their respective State laws?
