Well all that tells you is that the Peruvian Congressman is
potentially a lot smarter and brighter than the American
equivalent. In Peru when you get elected to the Peruvian
congress, they do not require the newly elected congressman to
submit to the large hypodermic needle in the temple area that
sucks out the brain like they do in the USA.
