Several foreign governments, including those of China and Germany,
have started exploring alternatives to Windows for that very reason. It
would be more than just an embarassment to Microsoft, it would be
devastating to the US government. Not to be a conspiracy theorist or
anything, but that might be what led to such a quick settlement of the
case to begin with.
