What I often find irritating is a supposed quote in some journal, but 
there is no indication of where, when or to whom this quote was made.

It only seems to be the UK Financial Times which is carrying the story 
related to possible EU sanctions. Why is that? I don't see any press 
announcements from any EU websites, although I wouldn't know where to 
look. So how has this story come about in the first place? Where is 
Mr James supposed to have said the things reported? And how come they 
don't get any public airing in normal media channels?
