I've been looking around for a computer with uses a small form factor and
came across some HP Desktops:-
http://www.hp.com/desktops/professional/e-pc/
and surprise, surprise, you get the option of having Linux pre-installed.
No OS/2 unfortunately, but it is nice to see a bit of choice for once.
The difference between have a bare system which includes a Linux CD and
having NT4+SP6 pre-installed is $223, or $91 is you selected W98, so I
guess that is a fair indication of the charge for the Microsoft Tax,
ie around 11% for a typical Windows user.
I notice that those two Windows options are only available on the lower
specced version of the e-pc which must be annoying if you want to
standardise on a particular version of an OS. Not everyone wants to change
OSs every two years.
