What exactly is going on in Peru?

It appears that they are going to adopt a policy of using free software in 
government computers.

How can they be so enlightened?

I guess this will get scuppered before too long if Peru are getting aid 
from the US...

One can imagine a future edict coming from Redmond proclaiming that all 
third world aid will be tied to the compulsory use of Windows in all 
government departments of the receiving country.
