Having sold software to the State of CA, it's unfortunately not a surprise.
The head of DOIT (Dept. Of Information Technology) is always a political
appointee to some extent, usually hasn't a clue about technology, and true
to form, spends like a drunken sailor with no ethical compulsion... The list
of IT failures in California is case study in the academic world,
particularly the DMV ($50 Million and counting), along with numerous other
smaller departmental gaffes...
