Cato's been around for a long time. It comes
basically out of the same intellectual roots as the
Libertarian party: everything government does is
wrong, everything should be in the hands of the
private sector which is by definition better than the
government. Pretty silly stuff, IMHO.
Antitrust enforcement, according to this view, then,
is in and of itself an illegitimate intrusion upon the
prerogatives of the private sector. The Cato
Institute has been spreading this stuff since long
before Microsoft was an issue.
This position is an ideologically consistent one for
Cato. They really believe this stuff. I don't think
they're a paid attack dog, although corporations
including Microsoft who stand to benefit from such
policies are more than happy to donate to them.
