If the OEM is involved beyond installation, then they need to consider the
ongoing costs as well.
If they do not offer support for the OS (hardware only, for example) then
they do not need to look any further than the license&installation
cost. (Well, and the extra penalties MS will impose ATM)
Very few PC vendors would fall into this category.
