"Looks" is the operative word.  The piling on was only on the limited
legal issue whether federal antitrust law preempts state antitrust
law.  The states have a vested interest in the proposition that they
can regulate independently of the way the winds are blowing in the
District of Columbia, and Microsoft's assertion tht the nine could not
pursue the case after the feds had settled raised an alarm signal.
