Just the same this is interesting. At first it appears that they try to
NOT have the identical machine available both ways, but I believe I did
find one.
SYSMAR116 with 1.0GHz Celeron (without monitor/windows)
SYSMAR108 with 1.0GHz Celeron (with 15" monitor/windows)
The specs are identical. Forget the pictures, as they show the same
pictures for variou machines. Often, when you select the 'see larger
photo' that photo doesn't mach the one you just came from.
Anyway, as I said these two machines are identical except the sysmar108
comes with a 15" monitor and XP. The price difference is $200, so I'd
say you're probably not paying for windows on the non-os machine. I
know a 15" monitor can be had for much less than $200, so I'd suspect
you're dropping a pretty penney for XP.
Doesn't appear that there's another pair that are identical in specs.
One interesting note is that they do appear as though they know what
they're doing, as they offer the higher end hardware (>= 1.6 GHz) are
the ones without monitor and OS. Geeks are more likely to purchase the
OS-less and monitor-less equipment and they also tend to buy the uppder
end technologies.

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
