[Am-info] Changes to settlement -> another comment period?

There was some talk last week about Judge Kollar-Kotelly asking MS and 
the DOJ to file briefs on potential changes to the settlement.

Would changes to the settlement terms require another Tunney Act comment
period?  If so, this would delay the settlement by at least another 60 days,
and could easily be repeated ad nauseum[1] by Microsoft.
