[Am-info] Windows XP at the Post Office

I, too, saw these at my local post office.  Wondered what the hell MS 
promotional material was doing at the letter drop boxes.  Pondered for a 
moment to slide it into the nearby recycle bin....
So how does a company that has been successfully sued, tried, convicted, 
(but alas not penalized), by the federal government itself, get to place 
its promotional material in federal post offices???
Is this space freely available for anyone??  Since when? If not, then 
what transpired that this company be able to do so?  Can other companies 
do the same thing then?  The only thing from MS I can think of to 
display in the post office is a photo of Gates, et al. in the Most 
Wanted criminals section.
