Trying not to overlook the obvious here:

1/ If "the goal is to weaken the monopoly status of the Windows operating 
system," does increasing their grip on the productivity software market 
become a necessary byproduct?

2/ If this is the kind of halfassed "remedy" advocated by the "hold out" 
states, what glimmer of hope can possibly remain of anything useful 
coming out of the government's case?
