LYNX and WGET are your friends...

Try something like this:-

lynx -dump http://www.mdd.uscourts.gov/webdatapages1/DisplayMISC.asp 
| sed -n "/http/s/^.* http/wget http/p" >getpdfs.cmd

Try running the command above, on one line. The output should be able to 
retrieve all the PDFs.
