Ah, fodder for the conspiracy theorists. Now, lets see, we have the
choice of believing 

1)that the White House thinks M$ security has been/is just peachy up 
till now - and thus the security director comes highly regarded for his 
(or rather M$'s) public security record, or

2)that the White House thinks that M$'s security director has done a
stellar job of maintaining security given what he has to work with
(both the swisscheese code and the M$ "Way"/iron fist business plan),
and so he is welcomed as someone who accepts daunting challenges, or

3)that the White House knows that M$ 'security' has indeed performed
admirably in ways the public will never have knowledge of, and so
the 'security' chief is simply being welcomed BACK into the NSA fold
with an official job title closer to his past and present supervisors.

Door number one - ignorance/stupidity
Door number two - context/benefit of the doubt
Door number three - conspiracy theory

I think I'd take door number 3, Monte, even if Don Pardo will never 
describe whats actually behind the curtain.
