This is how Florida law is written. One requests recounts on per county
basis.
It seems you ascribe some mischievous intention to the act of following
Florida
State law. What do suppose the election commissioner for county would
say to
a winning candidate who requests a recount?

Your reasoning fails to include one key factor. Which candidate did the
people of
Florida cast the most votes for? Doesn't that matter? I remain
unconvinced that
it was GW Bush, but I do accept the outcome. I will certainly treat this
dubiously
elected President with more respect than Republicans showed Bill Clinton
who without
question won his elections.
