I did a Shelock search and came up with James Glieck's classic article,
"Making Microsoft Safe for Capitalism," and this,
It has not happened. The practices Microsoft agreed to forgo had
already served their purpose. Gates was right when he summed up the
effect of the consent decree in one word: "Nothing."
