The BSA cannot unilaterally conduct on-site searches of private 
property without the permission of the owner or their representative, 
nor can it or any other non-governmental entity unilaterally seize 
property.

The most that is sometimes allowed, is for a BSA technical 
representative to accompany a sworn peace officer who has a proper 
search warrant issued by a court of competent jurisdiction, to help 
the officer identify alleged contraband identified in the warrant.

Searches and seizures by authorized government agents are an entirely 
different matter (and, yes, they are being wildly abused in numerous 
instances, and agency "profits" are clearly a driving force -- but 
that's a different issue).
