OK I will make it more easy to understand.  Simply make Microsoft sell all the operating system software 
exclusively to the distributors and or dealers.

Why would that be needed?  I don't understand why anyone would need to look at OEM records if they are not 
allowed to buy the software from Msoft in the first place.

As for other countries....  They will follow the lead of the US.  If not then at the very least the North 
American market has over 50% of the worlds PC's.  I think that if the public in North America got to choose 
software, other countries will follow.  What is best for the consumer will take off in any place on the planet.

I don't understand where you get this idea of control.  There would need to be 0 people to look after this.  
there would be no need to look at any OEM deals if Microsoft were limited to who can buy the operating system 
software.  Simple easy to follow and does all that everyone has asked..... well except Lewis....  Lewis here are 
a couple of numbers for you....  00011100100011001

Add them and use as many as you need so that you have as minimal an operating system as you want.
