This is a much more complex situation. It has something to do with Vivendi =
owning entirely or substantially two major telecoms companies, as well as U=
niversal Music. The wife of the Chairman of Vivendi Mdme Fourtou is/was the=
 chair of the EU committee on copyright in the European Parliament, and the=
 President's wife was or is on a Universal label or is on Zelnik's label. A=
t the same time the Hadopi programme is vastly cumbersome, unlikely to work=
 and going to cost a lot of money for labels, ISPs and/or the taxpayer, wit=
h little probable beneficial end result for the recorded music industries a=
nd creators.
In short it is a very complicated situation, and my own money is on the nec=
essary and only conclusion will be some sort of statutory license but this =
is going to be a big fight , and then the EU will become involved !
Watch this space, and keep us in touch Jeremie and Phillippe, what happens =
in France will have repercussions throughout Europe and then its influence =
will spread around the world.

Which is even more funny knowing that in the very same Zelnik report,
any mutualized funding scheme such as the Creative Contribution (which
would be put in place in exchange for a total, unconditional,
legalisation of non-profit filesharing) is wiped away in a short
paragraph. The motive? It would be opposed to a core principle of
Author's right, which is individual management! (That's just a few pages
before the creation of /that/ collective licencing scheme...)
